Description The Idaho Governor’s Office of Species Conservation (OSC) is dedicated to planning, coordinating and implementing the State’s actions to preserve, protect and restore species listed as candidate, threatened, or endangered under the federal Endangered Species Act (ESA). This work is done in coordination with the State’s natural resource agencies and input from the citizens of Idaho, while taking into consideration the economic vitality of the State. The OSC provides constituent services for state, federal and private stakeholders seeking assistance with ESA issues. Example of DutiesThis position will focus on the development, implementation, and coordination of conservation and recovery programs for terrestrial wildlife species in Idaho, as well as policies related to federal land use planning. The successful candidate will also coordinate comments and responses from state agencies regarding federal land management actions to ensure a consistent message is provided from the State of Idaho, while assisting in OSC’s mission to balance species conservation and recovery with maintaining working landscapes. This position will assist the Wildlife Program Manager/Policy Advisor in fulfilling OSC’s mission. Roles and Responsibilities:

• Provide technical and policy advice to the Wildlife Program Manager/Policy Advisor regarding terrestrial wildlife species conservation actions, initiatives, and federal land use planning efforts.
• Draft and edit official responses, comments, and letters related to state and federal proposed actions, Biological Assessments, land management actions, species petitions and other ESA species associated actions.
• Participate in recovery planning efforts for candidate, threatened, and endangered species with state and federal agencies.
• Attend meetings and field outings and respond to citizen concerns.
• Answer inquiries for information and assistance from local, state, and federal agencies and the public with ESA issues.
• Coordinate with a variety of stakeholders on conservation actions for terrestrial wildlife species mainly regarding the forest ecosystem.
• Coordinate with state and federal agencies on land management policy as it relates to federal planning actions, such as federal land use plan amendments, forest plan revisions and other actions.
• Create and implement State policy among a diverse set of stakeholders to address issues related to federal ESA programs.
• Negotiate agreements with federal natural resource agencies that rely upon science and common sense, involve all parties affected by ESA decisions, and incorporate Idaho’s economic vitality and values into the decision-making processes.
• Solicit funding resources and allocate funds where applicable to provide better services to constituents and species.
• This position will report to the Wildlife Program Manager/Policy Advisor.
• Occasional travel will be required for this position.

Minimum QualificationsIdeal candidates will possess the following qualifications:

• Bachelor’s degree (or higher) in natural resources or environmental policy, wildlife biology, forest management, environmental science, or related field
• Experience in natural resources and land use policy
• Knowledge of the Endangered Species Act and the National Environmental Policy Act
• At least 1-year work experience regarding ESA, NEPA or policy analysis
